Based on the categories of relevance, appropriateness, efficiency, and effectiveness, the process evaluation is designed to:

Draw an overview picture of the PCFP, including an assessment of the design, coordination and implementation of the IBCC.
Assess overall modalities and approaches used to engage communication participation and encourage in behavior change.
Indicate opportunities and challenges which are faced by the provinces in conducting the IBCC initiative.
Provide recommendations for the improvement of the IBCC and for possible scaling up the model in the UNICEF country program (2012-2016).

Literature review on IBCC programme of UNICEF in Ninh Thuan, Dien Bien and other provinces.
Building sample and sample size.
Design topic for Evaluation.
Conducting qualitative evaluation in Ninh Thuan and Dien Bien (in-depth interview and focus group discussion).
Processing data with NVIVO software.
