Study to build an effective-base sustaining and building support for effective tobacco control policies in Vietnam including the first study developed in partnership with CTFK “study evaluating the economic impact of smoke-free laws on restaurants in key vietnam cities”

Overview

The research aims to assess the impacts of the 2012 Vietnam National Tobacco Control Law on the business of restaurants, including bans on smoking in restaurants and other public places. The research was performed an economic analysis that evaluates restaurant outcomes including sales (quantity) and net profits (value) after the implementation of the anti-smoking Law. Furthermore, it was used to explore the hypothetical market impacts of a fully enforced smoking ban in Vietnam. The provided hypothesis is that “smoke free laws do not negatively affect restaurant profits and sales”. This study examine both the service providers (the supply side) and the service users (the demand side) to comprehensively evaluate the situation.
In particularly, the Respondent-Driven Sampling (RDS) method was employed to recruit customers into the survey, and the Discrete Choice Experiment was introduced as a novel methodology to estimate their willingness to pay for smoke-free restaurants. The tentative size of this sample is 75 restaurants and 250 restaurant goers per district, which means 300 restaurants and 1000 restaurant goers in total.The survey was conducted of 300 restaurants in 4 districts, two Hanoi and two in Ho Chi Minh City, and of 1000 restaurant goers, 500 in each city. The study’s results were highly appreciated by CTFK, and shall be used to inform tobacco control policies in Vietnam.
