RIMS PLUS COMPLETION SURVEY – PROJECT FOR THE SUSTAINABLE ECONOMIC EMPOWERMENT OF ETHNIC MINORITIES IN DAK NONG PROVINCE (3EM)

Overview
The overall objective of the Project for the Sustainable Economic Empowerment of Ethnic Minorities (3EM) is sustainably improve the quality of life for households living in rural areas, with a specific focus on the impoverished ethnic minority areas in all districts of Dak Nong Province, with sustainable economic development based on long-term agricultural development and high-value agricultural products.
The specific objectives of the 3EM project were fulfilled through the combined results of 02 major components supported by project managers:
(i) Component 1: Ethnic Minority Livelihood Development, including 3 sub-components
- Extension of Sustainable Agriculture
- Value chain development
- Participatory Planning and Community Infrastructure
(ii) Component 2: Rural Financial Services, including 2 sub-components:
- Agricultural and Value Chain Lending
- Women’s Savings and Credit groups.
The RIMS+ completion survey plays an important role. As requested by IFAD, every IFAD funded project has to conduct a baseline survey, a mid-term survey and a completion survey. For the 3EM in Dak Nong, the baseline survey and the end-line survey were conducted in 2011 and no mid-term survey was conducted.
The basic Result and Impact Management System (RIMS) completion survey established by IFAD is based on a standardized questionnaire used in many countries and regions. However, due to the localized features in natural, economic and social conditions between different nations, regions, and specific intervention characteristics of IFAD programs, the evaluation scope of RIMS may be too narrow to cover the multi-faceted impacts of the programme on households and on the community as a whole. Therefore, IFAD believes that an additional completion evaluation (RIMS+), which accounts for the local characteristics of each program, is essential. The RIMS+ competition survey provides a tool to comprehensively assess multiple angles of specific interventions of a project in order to illustrate most accurately its impact on targeted groups.
