Research on the current financing mechanism of higher education sector in Viet Nam surveying nation-wide universities, students and lecturers in 2011-2012

Overview
This project is conduct to provide evidences for the subcomponent if Second Higher Education (HE2): Allocation of State Budget to Vietnamese Universities). This project’s aim is to identify financing mechanism for the higher education sector, by:
- Describing the current policy on financial structure (revenues and expenditures) of public universities in Vietnam, including the allocation of State budget to public universities for recurrent, investment and research expenditures;
- Analyzing and assessing the current mechanism of State budget allocation to public universities in Vietnam in terms of criteria for good public policy on higher education; and
- Propose policy recommendations aimed at improving the effectiveness of State budget allocation in order to achieve the HERA objectives.
This survey was implemented in all nation-wide universities. Quantitative survey was conducted with universities, university lecturers, students and in-depth interviews were carried out with university management officials. The analysis takes into account relevant issues such as types and forms of universities, sources and uses of funds, tuition fees, unit costs of training one university student, etc. International comparisons, whenever and wherever appropriate, are also presented.
