Final evaluation of Project Strengthening of planning reform at central and decentralized level

Overview
The project aims at supporting the Ministry of Planning and Investment (MPI) to design and implement planning reform at the different territorial levels of administration. This reform aims to promote a more effective, efficient and sustainable development in a context where Vietnam has to face new challenges and to take into account key issues (social and territorial equity, participatory development and inclusion of the private sector, decentralization, the promotion of a local economy development approach). Planning reform is one of the key reform processes in the country. It relates to the quality, effectiveness, sustainability and relevance of public policies and investments at all levels, and to the roles of public stakeholders and non-State actors.
The final evaluation of the intervention aims to evaluate the performance of the intervention according to standard criteria (relevance, effectiveness, efficiency, impact, sustainability, and coherence), transversal themes and HARMO criteria, and formulate recommendations regarding the enhancement of the impact of the aimed results and give advices on lessons learned useful for the future intervention.

- Literature review of project documents and relevant reports;
- Design the research tool (sampling frame and data collection tool);
- Conducting interviews with relevant organizations/individuals;
- Data entry, data analysis and report writing.
