Evaluation of the Program-for-Results (PforR) of Rural Water Supply and Sanitation in Red River Delta, Vietnam

Overview
The objective of the evaluation is to document the processes undertaken for planning and delivering results under the PforR, to understand what has and has not worked for achieving the results and to disseminate lessons learned from the first 2 years of implementation. Taken place in 8 provinces PhuTho, Quang Ninh, Ha Noi, Hung Yen, Bac Ninh, Ha Nam, Vinh Phuc, and Thanh Hoa, the evaluation employs a mixed method of: a household sample survey of 800 households, water scheme survey of 44 newly constructed plants and key informant interviews with implementing partners and contractors. Focus group discussions were conducted with citizens, with representative participation of households of different economic status, and gender representativeness. In this assignment, the household questionnaire is specifically designed to study the project impacts to the beneficiaries; among information collected are users’ satisfaction with the delivered services, including service quality and water tariff, and their willingness to pay. Tablet-based technology is deployed in the household surveys.
Description of actual services provided by your staff within the assignment:
– Draft a comprehensive protocol for the evaluation incorporating the research questions, research methods and data collection tools;
– Pre-test all data collection instruments in Hanoi and Bac Ninh;
– Develop training materials, field manual and provide training to supervisors and enumerators;
– Conduct field research (key-informant interviews) with project staff and stakeholders at national, provincial, commune and village levels;
– Conduct household and water scheme surveys for collection of quantitative and qualitative data;
– Provide coded datasets of all quantitative and qualitative data collected to the World Bank Task Team;
– On the basis of the above, conduct analysis for and produce a comprehensive evaluation report which describes key findings, insights and recommendations on ways to improve implementation of the PforR going forward;
– Provide a summary briefing of the evaluation report to the World Bank Task Team in Vietnam.
