Conducting an end-line survey and a final evaluation of UNFPA’s intervention on older people in Hai Duong and Ben Tre provinces

Overview

Within the framework of UNFPA support to the Government of Viet Nam in the period 2012-2016, UNFPA Country Office (CO) has supported Hai Duong and Ben Tre provinces in providing technical assistance and support for program interventions that address ageing population and older people’s issues, including improving well-being of older people, that can be considered for policy development at national level. The objectives of UNFPA’s project in Hai Duong and Ben Tre provinces are to provide improved and sustainable access and increase participation of older people in economic and social activities in project areas, leading to improved livelihoods and well-being of older people and providing evidence from local levels for policy advocacy at national level.

The overall objective of the assignment is to design and conduct an end-line survey and a final evaluation to evaluate UNFPA’s interventions in relation to the ageing issues in the two provinces, including identifying achievements against set indicators for the results and outcomes of the project. The specific objectives are (1) to identify the achieved results against the set indicators and explain how those were achieved or not achieved; (2) to identify short-term outcomes and changes in the lives of older people and other stakeholders (knowledge, perception, practices) brought about by the project interventions; (3) to provide suggestions and recommendations for scaling-up and for designing UNFPA’s next program cycle on population ageing and older people, as well as for developing national policies and programmes in responding to population ageing following lessons learnt, relevant practices and impacts of the project. (4) to provide an assessment on the relevance, effectiveness, efficiency, impact and sustainability of the project’s interventions on older people towards the expected outcomes. The final end-line study reports on DV in Hai Duong and Ben Tre, and SRB in Hai Duong (Version 2):
Within the framework of UNFPA support to the Government of Viet Nam in the period 2012-2016, in 2012 UNFPA Country Office (CO) in collaboration with HelpAge International (HAI), has developed and piloted intervention models on care for and promotion of roles of older persons, adapted from the Intergeneration Self-Help Club (ISHC) model initiated by HAI with additional design factors and activities to strengthen the model.

This study aims to assess the results of the piloted model on the wellbeing of older persons in piloted areas after two years of piloting. The study evaluates the direct and indirect beneficiaries of the intervention and the impact of the model’s activities across the community. The assessment findings provide evidence for UNFPA and its partners in informing the policy frameworks supportive for the replication of the model national-wide. 37 key informants interview with relevant state agencies and implementing partners, 24 focus group discussions and a questionnaire survey of 240 elderly were conducted in this study using tablet based technology.

Main deliverables/outputs

  • Evaluate the outcomes and possible results of the intervention model through mentioned key aspects such as income generation, health status and health care and social participation.
  • Assess the inclusiveness of the intervention model through reaching out activities
  • Identify the condition for the successful delivery of the intervention model
  • Draw lessons for future practice from the operation of the model.
