An Evaluation of the Current Situation, Designing and Piloting the Monitoring and Evaluation Framework for Science and Technology Organizations in Vietnam

Overview
The FIRST Project’s purpose was to support the development of science, technology and innovation in Vietnam by designing and piloting the science and technology and innovation-related policies, improving the operation efficiency of the research and development (R&D) organisations supported by the Project, while encouraging the development of the enterprises with technological innovation. As part of the project program, DEPOCEN was contracted by the Ministry of Science and Technology with three main tasks: (1) Assess the status quo of the M&E for R&D organisations in the public sector, and propose the solutions to improve the capacity and effectiveness of the research activity management of the R&D system, and the M&E of the R&D organizations in the public sector in Vietnam; (2) Develop the M&E Framework for R&D organization in the public sector that is appropriate to Vietnam, and test the framework, and (3) Develop the draft of the M&E Manual Guide, and suggest the legal framework for the M&E implementation. For task (1), a comprehensive evaluation combining both quantitative and qualitative methods was conducted with 23 key informant interviews, 6 case studies and a quantitative survey of 411 R&D public organizations provided a clear picture of the situation of public R&D in Vietnam. After task (2) and (3) were done, the M&E Framework and Manual Guide have been implemented and received feedback from R&D organizations during the pilot phase.
