Overview
Transparency and public access to information are considered important in a number of laws and regulations in Vietnam including the Anti-corruption law 2005, the Ordinance on Grassroots Democracy 2007, and the Land Law in 2003. The Land Law, later elaborated by Decree 84 (2007), requires certain level of transparency in land management. Although land management regulations intersect well the above mentioned policies, there is a lack of evidence as to how well the transparency provisions of the legal framework on land management have been exercised in practice. Thus, a policy research on transparency of land information disclosure is in need. In this assignment, DEPOCEN conducted a survey to find out the satisfaction to people in terms of access to land services and management, and also set out to collect systematic data on the extent and nature of publication of information on land-related issues to help clarify the key weaknesses that are hindering more thorough transparency and provide a baseline against which to measure future progress.
