HANOI URBAN TRANSPORT DEVELOPMENT PROJECT (HUTDP)

Overview
The Hanoi Urban Transport Development Project (HUTDP) aims to increase urban mobility in targeted areas in Hanoi by (i) increasing the use of public transport through the introduction of the first Bus-Rapid Transit (BRT) in Vietnam; and (ii) reducing travel times by all modes between the city center and the west and northwest sections of the city. HUTDP was closed on December 31, 2016. To prepare the Implementation Completion Report (ICR) for HUTDP, which should include an assessment of significant poverty, institutional, economic, environmental, social and any other impacts (positive and negative whether intended or not) generated during project implementation, World Bank developed a consulting assignment, named HUTDP Implementation Completion and Result Report (Survey 1), to carry out passenger surveys and compile the survey data for further analysis.
Service provided
DEPOCEN was contracted by the World Bank (WB) to provide professional services to conduct wave 1 of the BRT passengers survey in February 2017.
The wave were conducted on a sample for minimum of 700 respondents who were travelling with the BRT in February 2017 – 2 months since the system commenced (survey 1), and in September 2017 (survey 2). Interviews were done on both weekdays and weekends, and both during and outside of rush hours. Respondents were asked about their habits and purposes of using the BRT system, their satisfaction while travelling by the BRT, the time and cost it took them to travel by BRT and other means of transportation, and their opinions on what could be improved about the BRT system.
Work completed by DEPOCEN:
– Piloting the survey for a small sample and proposing changes to the questionnaire for the World Bank team’s concurrence.
– Recruiting and training surveyors.
– Conducting surveys of BRT passengers, for 723 eligible samples in survey 1 and 707 ones in survey 2, over a period of seven (7) consecutive days including weekdays and weekends.
– Entering and compiling the survey data in an excel file using the coding provided.
– Attending meetings with the Bank team to participate in discussions on the survey methods and results.
