Overview
On 22 October 2009, the Government of Vietnam issued the Decree No. 93/2009/NDCP to replace its Decision No. 64/2011/QD-TTg on the Management and Utilization of Aid from International Non-Governmental Organization and funds. After coming into effect for almost three years, it has been reported informally in a number of occasions that the Decree 93 may not fix all the limitations of Decision 64 and it may also have its own limitation. To have a strong evidence-based dialogue with relevant governmental agencies to improve the implementation of the Decree and to facilitate the contribution of VNGOs and CBOs, a systemic, objective and evidence-based evaluation of the Decree 93 is called for. This legal assignment aims to promote the development of an emerging civil society in Vietnam and its development effectiveness, and mobilize resource to better contribute to socio-economic development in general.

- Literature review of relevant legal documents;
- Conducting a qualitative survey to collect information from questionnaires, in depth interviews and group discussions with different types of aid recipients and officers of relevant government agencies;
- Data analysis, information processing and report writing;
- Designing agenda frame and organizing workshop to collect feedback on research results and recommendations;
