This reform aims to promote a more effective, efficient and sustainable development in a context where Vietnam has to face new challenges and to take into account key issues (social and territorial equity, participatory development and inclusion of the private sector, decentralization, the promotion of a local economy development approach). Planning reform is one of the key reform processes in the country.
