Making Tobacco Taxation Work in Vietnam

Overview

The Government of Vietnam is proposing a radical step in tobacco excise tax reform – proposing to switch from the current purely ad valorem to a mixed excise tax system. According to this proposal a specific rate of VND 1,000 will be levied on every 20-cigarette pack in addition to the ad valorem rate of 75% starting from 1 January 2020. Overall objective of the research is to inform and support the on-going tobacco taxation reform of the Government of Vietnam to reduce smoking in the country. The proposed research is two-folded.

First, it aims to evaluate the effectiveness of tax policy changes on tobacco consumption. Secondly, it attempts to monitor and analyze tobacco industry response strategy (if any) and how the tobacco industry response strategy influences consumers’ brand choices and smoking behaviors. To this end, a three-round nationally representative tobacco consumption survey was designed to obtain a unique longitudinal dataset in Vietnam.

The first round of survey took place and completed in 2018. The second round (follow-up) and third round (final) survey is planned to be implemented and completed by the end of 2019 and 2020, respectively. Target population shall be all non-institutionalized female and male age 18 years and above, who live in Vietnam and smoke cigarettes at least weekly.
