Overview
These shortcomings and weaknesses of public administration demanded a comprehensive reform, aiming at building “a democratic, strong, clean, professionalized, modernized, effective and efficient public administration system which fundamentally satisfies the requirements of managing a market economy with socialist orientation”. As the result, on September 17th 2001 the Decision No. 136/2001/ND-CP about ratifying Public administration reform Master program 2001-2010 had been issued. That comprehensive and long-term agenda on public administration reform defined 9 concrete objectives.
The main objective of this policy research is elaborating on an independent review report of the implementation of the nine objectives of PAR Master Plan from 2001 and 2010, including a proposal with options for the orientation of the next stage of reforms.
Services provided
- Desk review of relevant documents of Central government and local government;
- Desk review of legal reports and studies prepared by ministries, local government, international donors and organizations
- Conducting a quantitative survey on PAR expert/specialists and leaders from ministries and line ministries (Ministry of Home Affair, Ministry of Finance, Ministry of Justice, Ministry of Education and Training, Ministry of Agricultural and Rural Development, Government Office, etc.), and local government (Department of Finance, Department of Justice, Department of Home Affair, Office of the Provincial People’s Committee, etc.) on the implementation of PAR Survey by using questionnaires.
