Overview

The PORIS project’s objective is to contribute to a better public administration system and capacity geared at facilitating and managing pro-poor growth, poverty reduction and socio-economic development. It contributes to strengthening the institutional capacities of local governments in (a) decentralized planning, budgeting, monitoring and evaluation of socio-economic development and (b) implementation of public service delivery in accordance with PAR objectives. The project expects to reach the following 4 results (i) ‘improved decentralized planning, budgeting and monitoring and evaluation systems at all levels’, (ii) ‘improved practice of planning for service delivery and small-scale infrastructure’, (iii) ‘Improved decentralized implementation of pro-poor service delivery and small-scale infrastructure’ and (iv) ‘exchange and dissemination of results / capitalization / replication strategy’.

The mid-term review was implemented to allow the Project Steering Committee to take appropriate decisions to improve the project’s approaches and implementation, based on the proposed recommendations of the review. The review also suggested revisions of the project TFF (Technical and Financial File), including the logical framework and implementation modalities, in order to maximise the intervention’s outcome and its timely achievement. In addition, the review advised on improved steering of the whole project; as to ensure achievement of its objectives until the end of the project. The review used mainly qualitative approaches to provide evaluation on the Project in terms of relevance, effectiveness, efficiency, impact, sustainability, coherence, transversal themes and HARMO criteria.

  • Literature review of project documents and relevant reports;
  • Design the research tool;
  • Conducting the review at site (interviews and focus group discussions with relevant state officials/individuals);
  • Data analysis and report production;
  • Organizing briefing session to inform relevant stakeholders of the main findings and recommendations.
