Client and mission:

Action Aid Vietnam is one of the first and active international non-governmental organizations in field of poverty reduction in Vietnam. To support Tam Duong district in socio-economic development and poverty alleviation, in 2006, AAV, together with Lai Chau's Provincial People's Committee, implemented the Local Rights Programme 14 – LRP14. This project is implemented within the global poverty reduction strategy initiated by ActionAid International (AAI) in 2000. Five communes in Tam Duong district Ho Thau, Ban Bo, Na Tam, Binh Lu and Son Binh were selected for project implementation. As planned, LRP14 will be officially handed over to local authorities in 2016. Therefore, the final evaluation was carried out to measure significant changes and important impacts that the Programme achieved after 10 years of implementation and well as propose recommendations for people in Tam Duong districts to maintain and enhance AAV’s achievements.


This evaluation was carried out in Tam Duong districts, Lai Chau province from February to March 2016. There were a total 180 household participating in the survey. In addition 244 other people participated focus group discussion and key informant interview with households, project officers and stakeholders in Tam Duong, Lai Chau.

Key findings

LRP14 interventions have actually helped local people improve their income as they changed the crop varieties and breeds and applied the new knowledge and techniques obtained from the AAV training courses.

These activities have lessened illiteracy among old people and build up their confidence in their life, especially when communicating with the society.

For the formal education, the LRP14 has contributed to capacity building of the teachers on the positive teaching methods, supported to the class decoration in the primary schools and organized the extracurricular activities, which improved school attendance among children.

The Programme has improved women’s capacity, raised their voice in the community, encouraged them to participate in social activities and accelerate the gender equalizing process in the mountainous and remote areas as Tam Duong district. Together with men, women in Tam Duong has actively involved in income generating activities and decision making, such as borrowing money for the agriculture production and economic development,  child education decision and attending the community meetings to decide local socio-economic issues.
